Suitable personnel policies are essential points in achieving the results set by strategies, both from the public institutions or minister that the institution belongs to (MOLDOVAN & MOLDOVAN, 2013).For example, the key role of managers at Google is to guide and connect, not control. Google never measure an employee by how many work hours he has taken. At the same time, Google encourages employees to spend roughly twenty percent of their time to do entrepreneur thinking.
